You may encounter an error or notification when creating an ad set if:

Your campaign total budget is running low.

Your campaign isn’t active.
-
Your campaign’s start date is in the future, or the end date has already passed.

You’ll encounter an error if you try to launch an ad set in a campaign that doesn’t have enough unspent budget. If a total budget has been set on a campaign, a minimum unspent budget of $100 USD, or equivalent currency, is needed to launch a new ad set.
To calculate your campaign’s unspent budget:

Use the reporting dashboard in Campaign Manager to view the total spend of the campaign for all time.
- Depending on how long your campaign has been active, you may need to adjust the time range towards the top right corner of the page.

Subtract the current total spend from your campaign total budget.
Example: If your campaign has a current total spend of $450 and your campaign total budget is $500, you currently have $50 in unspent budget. To launch a new ad set, you’ll need to increase your campaign total budget to $550 to have $100 in unspent budget.
To resolve the error, you can either:

Increase the total budget of your campaign. The error message encountered will provide the minimum campaign total budget needed, or you can calculate a new total budget with unspent budget in mind.

Remove the total budget from your campaign. You can set lifetime budgets on the individual ad sets to help control your advertising spend if needed.
Ad sets can’t display impressions if your campaign has the status draft, paused, or archived.
To allow your ads to display impressions, you’ll need to edit the campaign to change the status.
Ad sets can’t begin displaying impressions until the campaign start date. Ad impressions can’t be displayed if the campaign end date has passed.
To allow your ads to display impressions, you’ll need to edit the campaign start or end date.
