Fix typo in security.md

  • Changed "as risk" to "at risk" in line 15 for proper grammar.
  • Delete extra single quote

Thank you for catching this! That definitely should be 'at' and not 'as'. The apostrophe (single quote) at the end of WordPress' core files is correct though. It indicates possession, i.e. PHP must be able to overwrite the core files that belong to WordPress.
