Navigation: Fixing an unsynced link can keep popover permanently visible

Description

There is a focus loss when fixing an unsynced link in the navigation link block. After fixing the link, focus is lost to the body and the focus does not return to the popover. This disconnect means that the popover's onFocusOutside gets skipped and the popover remains open even after other links open their popover.

Likely caused by #73142 I tried reverting #73142 and the bug still happens. It's due to the entity binding system.

Step-by-step reproduction instructions

• Open the popover for a navigation item by selecting it and then pressing command + k or using the toolbar.
• With the popover still open, click another navigation item
• The popover will remain open
