Patterns: expose top-level color styles controls for pattern elements

Objective: Allow users to customize the colors of a pattern at the pattern level when viewing content only.

This might require some experimentation, but the idea is to expose color settings for elements in the sidebar that apply to the pattern container.

Some considerations:

• should the pattern be able to determine which color controls to show (if any)
• ensure theme.json settings are honoured

I spent a bit of time looking at this. Initial observations:

• I think we'll have to allow the color group slot to appear for section blocks: https://github.com/WordPress/gutenberg/blob/trunk/packages/block-editor/src/hooks/color.js#L290-L291
• Not sure if we need to constrain anything else in the color hook, but we could tweak the default controls if we're dealing with a section block: https://github.com/WordPress/gutenberg/blob/trunk/packages/block-editor/src/hooks/color.js#L290-L291
