The pullquote block having some border issue into the various theme.

Hello Team,

I have checked "Pullquote" block into the various theme and found some border issue.

• Twenty Fifteen: When we add "Pullquote" block and change its only "Border" color from block border setting, It will not display any border on front-end & editor end.

• Twenty Nineteen: When we add "Pullquote" block and change its only "Border" color from block border setting, It will display entire block border on editor end.

• Twenty Twenty-One: When we add "Pullquote" block and change its only "Border" color from block border setting, It will display entire block border instead of change border color to selected color.

• Twenty Twenty-Three: When we add "Pullquote" block and change its only "Border" color from block border setting, It will change border color to selected color on front-end & editor end.

• Twenty Twenty-Four: When we add "Pullquote" block and change its only "Border" color from block border setting, It will display border on front-end & editor end.

I have tested this issue into the other theme too.

I think that it should work consistency into the all the themes.

Step-by-step reproduction instructions

• Type / to choose a block
• Select Pullquote block
• Add text
• Now, change its border color from block border setting.
• Save the changes and publish the page.
• View the editor side & front-end side.
• Just see the difference,

   ❌ But border color not applying, which we have applied Pullquote block setting

   ❌ Only show border in front if we added border width from Pullquote block setting
   ✅ Also border color applying fine

3. Twenty Nineteen - Version: 3.1
   ❌ Border not showing at all in front side. Theme style.css file overriding the Pullquote block settings, It applying transparent border color in front side

4. Twenty Twenty-One - Version: 2.5
   ❌ Border is sowing, but all theme color are not applying as border color. Theme style.css file is overriding border color

5. Twenty Twenty-Two - Version: 2.0
   ✅ Pullquote block border working fine

6. Twenty Twenty-Three - Version: 1.6
   ✅ Pullquote block border working fine

My conclusion:
✅ In block theme Pullquote border working fine.
❌ In classic themes like Twenty Fifteen, Twenty Seventeen, Twenty Nineteen, Twenty Twenty-One Pullquote border not showing due to theme style.css overriding Pullquote border color or width style. In some case border width have to add in Pullquote border setting to see the border in front side.

Adding to what @ravigadhiya007 mentioned:
For classic themes (Twenty Fifteen to Twenty Twenty-One), I noticed that if you manually select a custom border color from the Pullquote block settings, it does get applied on the front end. However, when using preset theme colors, the border color doesn't show, most likely because the theme's stylesheet overrides the preset color classes. This behavior seems consistent across all classic themes tested.
