Add New Navigation Menu from Site Editor

What problem does this address?

As of Beta 6.3 RC2, when you have only one menu, it is difficult to add a new menu. Right now, when you click Navigation, it defaults the only existing menu.

The only way to add a new menu is to add a navigation block to a page or template, go into the block editor and create a new menu through the expanded options.

What is your proposed solution?

In the site editor, when you click Navigation, it should take you to a list of existing menus, even if there's only one.

You should be able to click the + and add a new menu.

This would be consistent with how draft pages can be added through the Site Editor.

Thanks for the report.

Your suggestion makes sense to me too. The current Site Editor sidebar does not provide a way to add new navigations, regardless of the number of navigations.
