    Ukraine and France are launching healthcare projects worth €51 million as part of a €200 million grant agreement 🇫🇷🇺🇦 Agreements were signed today to begin work on the projects announced this March in Paris. These projects, totaling €51 million, will significantly strengthen the sector, and I believe they will help save thousands of lives in Ukraine. 🔹 The first project is the construction of a rehabilitation center in Vinnytsia and the reconstruction of the rehabilitation department at the city hospital in Ladyzhyn, Vinnytsia region. This is a €15 million project that I am convinced will help thousands of Ukrainians receive quality rehabilitation services. 🔹 The second largest project is the provision of portable X-ray machines. We plan to purchase such machines for medical facilities in the Kharkiv, Sumy, Dnipro, Mykolaiv, and Odesa regions. These machines will strengthen 75 healthcare facilities. We will allocate almost €11 million for this. 🔹 The third project will equip 58 hospitals with advanced rehabilitation technologies and a training program. 🔹 The fourth project is the establishment of a network of autonomous micro-clinics based in rehabilitation facilities and the training of local teams. These will be micro-clinics fully equipped with the necessary medical and technical equipment. This project will be implemented primarily in Lviv, Poltava, and Kyiv. 🔹 The fifth project is the provision of ultrasound diagnostic systems to hospitals across the country. In total, we will purchase 150 systems. They can be used for emergency medicine, family medicine, and the evacuation of civilian casualties. 🔹 The sixth project will purchase 700 mechanical cardiopulmonary resuscitation devices– primarily different types of defibrillators. 🔹 And finally, the seventh is the development of telemedicine networks. We will deploy 80 stationary and 62 mobile teleconsultation solutions in the Chernihiv and Odesa regions, as well as in regions affected by the full-scale invasion: Zaporizhzhia, Donetsk, and Kharkiv regions. I am grateful to the French private sector for its active role in the implementation of this agreement. This will mark an example of fruitful cooperation for other countries as well. And we are already implementing similar cooperation with other nations – for example, with Switzerland. But undoubtedly, France has become the country that set the precedent. I would especially like to express gratitude to our long-standing and good friend – the Special Envoy of the President of France for Ukraine's Relief and Reconstruction Pierre HEILBRONN, as well as the Ambassador of France to Ukraine – Gaël Veyssière, for making this event and this Agreement a reality.

    The World Health OrganizationAfrican Development Bank GroupIslamic Development Bank (IsDB), and European Investment Bank (EIB) have committed to making €1.5 billion ($1.6 billion) available for investments toward strengthening primary health systems in low- and middle-income countries through the new Health Impact Investment Platform. The details are currently being hammered out, but it’s expected that legal documents around how this new platform will operate will be signed in the second quarter of this year. At the heart of this new platform is working to create strong national health investment plans — and then identifying specific projects. This could include the buildup of infrastructure, investments in the health workforce, expanding access to medicines, and rolling out digital health technologies.     Unpacking Saudi Arabia's Policy Blueprint for Value-Based Healthcare (VBHC) Here’s how policy is paving the way: 1️⃣ Strategic Vision: The Healthcare Sector Transformation Program explicitly targets improved healthcare (HSTP) quality and efficiency, setting the stage for VBHC adoption. 2️⃣ Fundamental Restructuring: ➡️MoH Evolution: The Ministry of Health (MoH) is shifting from provider to regulator and policymaker, enabling performance monitoring based on value. ➡️Corporatization: Public facilities are moving into regional clusters under the Health Holding Company (HHC). This drives accountability, efficiency, and the adoption of VBHC models to manage budgets and demonstrate outcomes. 3️⃣ Value-Driven Financing & Regulation: ➡️CNHI's Role: The Center for National Health Insurance (CNHI) is empowered to design and implement new payment models (e.g., bundled payments, P4P) that reward value over volume in the public sector. ➡️CHI's Influence: The Council of Health Insurance (CHI) regulates the private sector, promoting value-based payments and mandating data standards for outcome measurement. 4️⃣ Enabling Value Measurement: ➡️CIV's Mandate: The Center for Improving Value in Health (CIV) is a key enabler, tasked with developing local VBHC frameworks, standardizing outcome measures (including PROMs), building provider capacity, and acting as a knowledge hub. ➡️Digital Foundations: Leveraging infrastructure like NPHIES is crucial for the data collection, sharing, and analysis needed to measure value and manage population health effectively. 5️⃣ Service Delivery Shift: Increased emphasis on prevention and strengthening primary care aims to keep populations healthy and manage chronic conditions in cost-effective settings.
