Target operating model development
- Imagine investing in a large change, but having no idea where you're headed or what it might look like when you get there. That's a little scary. A Target Operating Model, or TOM, is an essential analysis tool for all programs, and its purpose is to articulate the future organization structure, working practices and processes, information required, and technology needed to support operations. It provides vital information to develop a business case and a program plan, and to map and plan the benefits. First, let's look at who's involved and when the work on the TOM happens. Development of the TOM is led by the sponsor and business change managers who are able to describe the current and the future state within their own business areas. Initial work begins during the feasibility phase, then further refinements during definition, which typically happen as a series of workshops.
