Political advertising in the European Union

Last updated: 2 weeks ago

Political advertising is prohibited on LinkedIn globally. For ads targeted to the EU, this includes ads that constitute “political advertising” as defined in the EU’s Transparency and Targeting of Political Advertising (TTPA) (Regulation 2024/900).

Advertisers targeting the EU are responsible for identifying whether their ads qualify as “political advertising” under the TTPA and for accurately declaring whether an ad set is political advertising during the ad set setup process. If you’re uncertain whether your ad constitutes political advertising under EU law, we recommend consulting your legal advisor.

Important to know

Your requirements as an advertiser:

1. Declare political ad status during submission. You must state whether your EU-targeted ad qualifies as political advertising under the TTPA during ad set creation. Advertisers have the opportunity to provide this declaration via a checkbox in Campaign Manager and applicable LinkedIn Marketing Partner platforms.

2. Avoid submitting political ads. LinkedIn prohibits political advertising. Ads declared as political advertising are not allowed on LinkedIn and will be rejected.

Under EU law, political advertising includes:

  • Ads by, for, or on behalf of political actors as defined in the TTPA (including political parties, candidates, elected officials, political alliances, and political campaign organizations), unless the ad is of a purely private or a purely commercial nature; or
  • Ads liable and designed to influence the outcome of an election or referendum, voting behaviour or a legislative or regulatory process, at European Union, national, regional or local level.

Examples of ads that are of a purely private or purely commercial nature include ads for job openings, career opportunities, or promoting an organization as an employer.

Political advertising in the EU does not include:

  • Ads from official sources of the European Union or member states that are strictly limited to the organisation and modalities for participating in elections or referendums, including the announcement of candidacies or the question put to the referendum, or for promoting participation in elections or referendums.
  • Ads by, for, or on behalf of a public authority the European Union or a member state that aim to provide official information to the public, provided the ad is not liable and designed to influence the outcome of an election or referendum, voting behavior, or a legislative or regulatory process.
