I just tested the same setup on my end (Dropbox storage with a retention limit) and it worked as expected. To narrow this down, could you please try creating a new backup job with only the Database option, connect it to Dropbox again, and set any retain limit (for example, 2 or 3)?
Then run it a couple of times and see if the older backups are removed automatically. This will help confirm if the issue is specific to the existing job or something else in the setup.

I created a new task with just the database backup and a connection to Dropbox (app access) with 3 backups retained. Dropbox is the only selected storage option.
I then performed the task four times, and there are only three backups saved in the Dropbox folder.
So the feature for deleting old backups works here.
Then I removed authentication for Dropbox to try connecting to Dropbox with full access, by Storage > Dropbox settings > Delete Dropbox authentification. The settings interface closed, and when I return to the storage settings, I no longer have any storage options (such as website, Dropbox, FTP, etc.).
But that is a separate issue.

Could you please confirm if you want to keep all the backups or if you want the extra backups to be deleted automatically?
To retain, you can increase the limit.
