Inline translation doesn’t work properly

After upgrading to version 1.6.6, inline translation does not work properly.

Steps to reproduce:

1. Use non-English for Site Language in /wp-admin/options-general.php
2. Create new post, i.e. visit /wp-admin/post-new.php
3. In Publish panel click “Edit” right beside Visibility: Public (although these words are displayed in different language per Site Language setting)
4. Click “OK” button
5. The phrase “Public” is displayed in English instead of being displayed in Site Language setting
