As you correctly stated, the blocking system is ModSecurity. This is not a WordPress component, which is why we cannot help you with it here in the forum.
In my experience, however, ModSecurity logs each of these events in some log file (presumably in the website’s own log). I would recommend checking this. The blocking probably (!) has less to do with the fact that he wants to comment. The problem is more likely the data transferred as part of this action – possibly the amount of data. Only ModSecurity can say exactly what the problem is. There may also be whitelistings for IP addresses, which could be a way to solve the problem.
The user’s new home router gave them a new public IP.
That IP is being blocked by Bluehost’s ModSecurity firewall.
This block only affects WordPress comments, not logging in or posting, because comment submissions use a special request that ModSecurity scans more strictly.
That’s why:
- Works on mobile data
- Fails on home WiFi
- Fails on all devices at home
The home network IP is the problem, not the devices.
so , you can do follow below points to fix this.
1. Ask Bluehost to whitelist the user’s home IP
This completely removes the firewall block.
2. Tell Bluehost specifically to allow access to:
/wp-comments-post.php
(This is the file that handles comments.)
3. Or the user can simply reboot their router
A restart may give them a new IP that is not blocked.

I have 12 Users (Authors) registered on my WordPress hosted domain. All 12 have been able to Post and Comment on Posts w/o problem for years. One User recently got a new home Router, and since then, while they continue to be able to Log On, and Post, they CANNOT COMMENT ON ANY POSTS. They get an Error Message: “Not Acceptable. An appropriate representation of the required request could not be found on this server. This Error was generated by Mod Security”
ModSecurity is a web-based Firewall maintained by Bluehost, the hosting Company for my Site. Twice, Bluehost Support has identified and blocked the ModSecurity Rule ID that generated this Error, on their end but it did not fix the problem
This one User is blocked from Commenting on Posts from all devices in the home (2 cell phones, 1 desktop computer) on their Router’s wireless network, but not on their cell phones’ Cellular Network, suggesting this may be a problem with their Wireless Network (security) settings and/or their phones.
What Wireless Network Settings could block such a specific action of Commenting on WordPress while still allowing Users to Logon and Post on the Site? Has anyone ever experienced this, and/or solved it. Thank you
